Joachim Rücker, UNMIK. Special Representative of the UN Secretary General in Kosovo since September 2006. The actual Head of UNMIK was previously Director of the EU Mission in Kosovo, responsible for economical development.

Patricia Waring
Patricia Waring, UNMIK. Director of the Department of Civil Administration. One of her responsibilities is to bring back the Kosovo Roma to their Mahalla, burned down in 1999. Ms. Waring is working in Kosovo since 2004.

Cpt. Nitsch, KFOR
Capt. Heinz Nitsch, KFOR. Spokeperson for the Austrian contingent in Kosovo. KFOR is responsible for the safe and secure environment in the province. KFOR, in particularly the German one, was criticized for its behaviour during the March 2004 riots.

Moskowitz, Dept. of Justice UNMIK
Albert Moskowitz, UNMIK. Director of the Department of Justice in Kosovo, the UNMIK branch acting as Ministry of Justice. Despite the ongoing transfer of responsibilities to local institutions, the Department still retains strong powers.

Sven Lindholm
Sven Lindholm, OSCE. Spokeperson for the Head of the OSCE Mission in Kosovo.The OSCE is dealing with democratization, institution building, promotion of rule of law and human rights monitoring. The Mission is the largest OSCE field operation.

Gyorky Kakuk
Gyorgy Kakuk, UNMIK. UNMIK’s Chief Press Officer until October 2006. UNMIK was performing almost all state functions in Kosovo. Recently, the UN has started delegating responsibilities to local institutions.

Tamara Jerman, UNHCR Kosovo
Tamara Jerman, UNHCR. Protection Officer for UNHCR. UNHCR is a UN agency dealing with refugees’ issues active in Kosovo since before the 1999 conflict. According to UNHCR, only around 15.000 IDPs returned to Kosovo.

Pozhidaev, UNMIK
Dmitry Pozhidaev, UNMIK. International administratorfor the city of Prishtinë/Pristina from 1999 to 2005. In that period, the city wascleansed from minorities. Today, he works in the Department of Civil Administration.

Bangash, OCRM, UNMIK
Shahzad K. Bangash, UNMIK. Coordinator of the Office of Communities, Returns and Minority Affairs (OCRM). The office is one of the main bodies in charge of returns of IDPs and refugees to Kosovo.

Gustavo D'Angelo, CARE International
Gustavo D’Angelo, CARE INTERNATIONAL. Director of CARE Kosovo. Among other projects implemented in the province, CARE reconstructed the Serbian houses of the village of Zhiti/Zitinje. Intimidated, not one Serbian IDP has ever returned.
