Human Rights according to the Viminale

In truth, the decree is just a formality, because nobody was accompanied fisically to the border. Moreover, no official document is proving that the immigrant were detained in the centre for a week or longer. The Prefettura (police headquarters) paid to the new foreigners the railway ticket from Agrigento to Palermo. The Ministry for Interiors has recently admitted to the European Commission and to the European Court of Human Rights its respectful behaviour towards human rights and the dignity of immigrants during the identification process. In particular, thanks to the replacement of the use of ink with a VISA scanner in the fingerprint identification process. The Viminale (Italian Ministry for Interiors) ensured as well to the EU that each detention of a foreigner in the centre of Lampedusa is validated by a peace officer. In the case of Bilal Ibrahim el Habib and of the foreigner detained in the cage of the immigrant centre on the island between the 24 and the 30 of September 2005, this statement is false.
