Kosovo, el camino hacia la paz

En junio de 1999, tras el final de la campaña militar de la OTAN contra Yugoslavia se estableció la Misión de las Naciones Unidas en Kosovo. Se trataba de una operación de construcción de la paz siempre basada en la idea de que el territorio fuera administrado por las Naciones Unidas tras el conflicto, pero también intervinieron la OSCE, la Unión Europea o la OTAN. La Misión entró en Kosovo bajo la consigna de defensa de los derechos humanos, pero durante los primeros tres meses, no logró organizar ninguna fuerza policial efectiva. En ese vacío, el espíritu de revancha de una parte de la mayoría albano-kosovar quedó sin control y más de 240.000 miembros de las minorías, en su mayor parte serbios, gitanos y goranis, fueron obligados a abandonar Kosovo. Sus hogares y propiedades fueron destruidos, vendidos ilegalmente u ocupados. Los cementerios y los lugares de culto fueron convertidos en ruinas y se borraron todas sus huellas. Cientos de los que se quedaron fueron asesinados, secuestrados o perseguidos de forma brutal por no pertenecer a la comunidad mayoritaria. Según el ACNUR, sólo unos 15.000 desplazados volvieron a Kosovo hasta 2007. Los que han vuelto, a menudo han encontrado sus propiedades destruidas u ocupadas. Viven en guetos, dispersos por todo Kosovo, a menudo sin acceso a los servicios básicos. Las amenazas, el acoso y el aislamiento forman parte de su vida diaria. En este espacio se cuenta la historia de algunos de los que han tratado de volver y se presentan los puntos de vista de los funcionarios internacionales que gobernaron la provincia durante siete años.

Tratava-se de uma operação de construção da paz sempre baseada na ideia de que o território fora administrado pelas Nações Unidas após o conflito, mas também intervieram a OSCE, a União Europeia ou a NATO. A Missão entrou no Kosovo sob a consignação dos direitos humanos, mas durante os primeiros três meses, não conseguiu organizar uma força policial efectiva. Nesse vazio, o espírito de vingança de uma parte da maioria albano-kosovar descontrolou-se e mais de 240.000 membros das minorias, na sua maior parte sérvios, ciganos e goranis, foram obrigados a abandonar o Kosovo. Os seus lares e propriedades foram destruídos, vendidos ilegalmente ou ocupados. Os cemitérios e os lugares de culto foram transformados em ruínas e todas as suas ruas se desvaneceram. Centenas dos que ficaram foram assassinados, sequestrados ou perseguidos de forma brutal por não pertencerem à comunidade maioritária. Segundo o ACNUR, apenas aproximadamente 15 mil deslocados regressaram ao Kosovo até 2007. Os que voltaram, encontraram frequentemente as suas propriedades destruídas ou ocupadas. Vivem em guetos, dispersos por toda a região do Kosovo, frequentemente sem acesso aos serviços básicos. As ameaças, o assédio e o isolamento fazem parte da sua vida quotidiana. Neste espaço conta-se a história de alguns dos que resolveram voltar e apresentam-se os pontos de vista dos funcionários internacionais que governarão a província durante sete anos.

New Kosova Report - Roma children dying of lead poisoning: “(…) Two hours from here by plane, in Eastern Europe, are two death camps, mainly for children under the age of six years.

If these children don’t die by the age of six, they will have irreversible brain damage for the rest of their short lives. 

These camps have been running for nine years. They were built on the tailing stands of the biggest lead mine in Europe, and next to a toxic slagheap of 100 million tons. 

These camps (there used to be four) were built by the UN administration in Kosovo and their implementing partner Action by Churches Working Together. The hurriedly assembled barracks were also built with old lead painted boards.”
